Kansas City building code

The image depicts an interior atrium with multiple levels, featuring a red balcony and a glass roof, illustrating architectural design elements that align with Kansas City building codes from the late 1970s.

The municipal building regulations in force in Kansas City, Missouri in 1979–80, based at the time on the BOCA model code. The atrium walkway hangers as designed met roughly 90 percent of the code-required capacity for the connection; as built after the field change, they met about 60 percent. Neither figure satisfied the code, but the gap between them is the difference the collapse turned on.
