Astronomer at the United States Naval Observatory who partnered with Joseph Hafele in 1971 to fly four caesium atomic clocks around the world on commercial flights. Keating provided the clocks and the timekeeping expertise; the project cost about $8,000, much of it spent on plane tickets purchased in the clocks' names so they could occupy passenger seats.
