Coordinated Universal Time

The international civil time scale, computed monthly in Paris by the International Bureau of Weights and Measures as a weighted average of roughly four hundred atomic clocks worldwide, including a handful of primary caesium fountains. Leap seconds are occasionally inserted to keep UTC within 0.9 seconds of the Earth's slowing rotation; their abolition is scheduled for 2035.
